Beijing, China – China’s annual Two Sessions came to a happy end last week. The National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) are referred to as the “Two Sessions.”

The NPC is the highest state authority and is made up of representatives chosen from the armed forces, provinces, autonomous regions, cities directly under the control of the central government, and special administrative territories. An adequate number of deputies should be assigned to each ethnic minority.

With the Communist Party of China as its chairman, the CPPCC is a vital organization for political consultation and multiparty cooperation as well as a patriotic, united front organization for the Chinese people.

Its members include members of the CPC, democratic parties, non-party figures, people’s organizations, ethnic minorities, different societal sectors, the Hong Kong and Macao Special Administrative Regions, Taiwan Province compatriots, Chinese who have returned to their home countries, and individuals who have been invited. Annual sessions are held by both bodies.

Within China’s political structure, the People’s Congresses create the state’s judicial, administrative, and procurement apparatuses, to which they report and are overseen.

Accordingly, the Procurator-General of the Supreme People’s Procuratorate, the President of the Supreme People’s Court, and the Premier of the State Council will all report to the Congress on their work during the Two Sessions.

In addition to outlining the general objectives and responsibilities for economic and social growth in 2025, the recently reviewed and approved Government Work Report provided an overview of the accomplishments of the Chinese government in 2024.

Firstly, China continues to be the primary force behind global economic expansion, as seen by its economic accomplishments. China achieved the major objectives and tasks for economic and social development in 2024, and made sure that the economy grew steadily and performed generally steadily.

China’s GDP increased by 5% year over year to 134.9 trillion yuan. China is still contributing almost 30% of global economic development, making it one of the main economies with the quickest rates of growth in the world. Reserves of foreign currency topped $3.2 trillion.

China’s GDP growth forecast of about 5% this year reflects the economy’s resilience and confidence. International organizations like the World Bank and IMF have recently increased their growth projections for China in 2025.

The Government Work Reports translate the 14th Five-Year Plan’s five-year goals into annual tasks. The basic tenets of China’s economic and social growth in 2023 placed a strong emphasis on “pursuing progress while ensuring stability.”

The idea of “establishing the new before fading out the old” was first proposed in 2024, and in 2025, the emphasis shifted to “upholding fundamental principles and breaking new ground, promoting systematic integration and efficient coordination.”

For the last three years, China has continuously set its goal for yearly economic growth at about 5%. Key objectives have remained at the forefront of the government’s agenda, including increasing domestic demand, accelerating consumption, developing new, high-quality productive forces, modernizing industrial systems more quickly, promoting rural revitalization, promoting green transformation, and enhancing social welfare.

This year, the 14th Five-Year Plan comes to an end, and the 15th Five-Year Plan preparation phase begins. As it takes on new duties and difficulties, the Chinese government has reaffirmed its policy goals and strategic orientation. Using innovation and reform to overcome obstacles and turning proactive actions into measurable development results is the next stage, which is rigorous implementation.

Thirdly, China is leading the way in technical innovation to create new, high-quality productive forces. Discussions at the Two Sessions were dominated by terminology like “DeepSeek” and “6G,” which highlight China’s constant innovations that are redefining expectations throughout the world. The Chang’e-6 lunar mission’s first-ever sample retrieval from the Moon’s far side, the historic success of the “Two Bombs, One Satellite,” the “Mengxiang” (Dream) drilling ship exploring ocean depths, and developments in 5G and quantum computing are just a few examples of China’s scientific and technological achievements that demonstrate its dedication to innovation.

Innovation is the main engine of advancement, talent is the most valuable resource, and science and technology are the main productive forces.As the cornerstone of national growth, China places a high priority on sci-tech innovation, combining efforts in talent development, education, and technology.

China spent more over 4.2 trillion yuan on public education in 2024, while spending on research and development increased to 3.613 trillion yuan. The country is fostering future-focused industries, expanding emergent sectors, and upgrading old businesses. With the advent of digitization and the green transition, traditional sectors are once again becoming more important for economic stability and job generation.

High-tech goods like 3D printers and industrial robots showed export increases of 32.8% and 45.2%, respectively, in emerging industries, which are indicative of future growth. Notably, China produces more than 13 million new energy cars annually.

Open cooperation is still the best way to advance technology, which is a worldwide necessity.In order to promote an open, just, equitable, and non-discriminatory environment for worldwide scientific growth, China maintains an open, inclusive, and mutually beneficial attitude to international sci-tech partnership.

Fourth, a world that is uncertain is becoming more certain because of China. In the world we live in today, which is dynamic and unstable, certainty is becoming increasingly elusive.The planet is home to more than 190 nations. If everyone prioritized “my country first” and became fixated on a position of power, the law of the jungle would once again rule the world.

The impact would be seen first by smaller and weaker nations, and international rules and order would suffer a setback. In the West, the adage “There are no eternal friends, only permanent interests” is used.

China, on the other hand, holds that friendships should last a lifetime and that people should follow their shared interests. Therefore, it is important for major powers to assume responsibility for their actions and behave as responsible stakeholders.

According to China, the first step should be to solidify the foundation of sovereign equality. The decision-making should not be left to those with larger fists and stronger arms. Second, the justice and fairness principles need to be respected. There should be no monopoly on international politics by a few nations.

Third, it is necessary to adhere to multilateralism. Small circles should be broken by nations with more unity. Fourth, it is necessary to reinforce the authority of the international rule of law. Leading the charge to maintain integrity should be major nations in particular. Not to mention whether they use extortion, monopoly, bullying, or deceit. These stances provide the world with stability in the face of uncertainty by highlighting the consistency and stability of China’s foreign policy.

Fifth, “Chinese democracy” refers to a people’s democracy that runs the entire process. Democracy is a universal human value and a universal right of all people everywhere. The best type of democracy for China’s national circumstances is whole-process people’s democracy, as demonstrated by practice.

As a vibrant example of whole-process people’s democracy, the Two Sessions of China facilitate communication between national policies and the livelihoods of the populace. This year, the largest consensus on deepening reforms and promoting Chinese modernization was reached in Beijing when almost 3,000 NPC representatives and more than 2,000 CPPCC members convened to debate national issues.

In an effort to get as much feedback as possible and represent public opinion as far as possible, we gathered almost 2 million recommendations from netizens and approximately 4,000 opinions from regions, departments, and units so that we could produce the “Government Work Report” this year.

In the past year, the CPPCC has conducted 85 policy discussion and consultation events, put out over 6,000 ideas, and received 99.9% of the responses. Voices from the streets and communities were elevated to the highest level of discussion by deputies and members from a variety of sectors, turning “the people’s expectations” into “the people’s approval.”

In order to achieve a comprehensive feedback loop from reflecting public opinion, listening, and consulting to execution, government agencies will thoroughly execute the duties indicated after the two sessions. It is sufficient to show that the people of China are the country’s masters, and that the whole-process people’s democracy guarantees that the people manage state affairs through a variety of channels and forms in compliance with the law, actively participating in the construction of modernization with a sense of ownership.

Sixth, protecting the happiness and well-being of the populace is China’s top concern.For the first time, the Government Work Report’s policy framework specifically highlights the statement, “We should pursue people-oriented macro policies.” We will adopt a people-centered strategy and prioritize raising consumer spending and living standards in our economic policies. To address their requirements, more money and resources will be allocated to individuals.

China made important progress in 2024:12.56 million urban jobs were generated in total. In real terms, per capita disposable income increased by 5.1%. The amount of grain produced reached a record 700 million metric tons. China has established challenging goals for 2025.

Creating over 12 million new urban jobs, synchronizing growth in personal income in step with economic growth. Chinese Ambassador to Liberia, Yin Chengwu said, “We will continue to improve our capacity for ensuring stable production and supply of grains and other major agricultural products. We will take solid steps to advance rural reform and development. We will accelerate development of the green and low-carbon economy.
