Monrovia, Liberia – The African Development Bank’s 2024 Electricity Regulatory Index (ERI) has placed Liberia among the best performers, recognizing the nation’s expanding influence, ongoing reforms, and resolute governmental commitment to developing the power industry.

With a score of “0.800,” Liberia rose one spot from 10th place in 2022 to 9th place out of 43 participating African nations in the recently published Index, which was announced during the 2025 Africa Energy Forum in Cape Town, South Africa.

Three main criteria are used by the ERI to assess a nation’s electrical regulator: regulatory governance, regulatory substance, and regulatory outcomes. The ERI’s 2024 edition concentrated on utility performance and service delivery, highlighting the most significant advancements throughout the continent.

Atty. Kla-Edward Toomey, II, Acting Chairman of the Board of Commissioners of the Liberia Electricity Regulatory Commission (LERC), stated, “Liberia’s progress in the ERI rankings highlights the nation’s ongoing commitment to electricity sector reform and the implementation of effective regulatory practices.”

 Atty. Toomey added that are inspired by this acknowledgment and are steadfast in our commitment to improve regulatory effectiveness, openness, and cooperation at all sector levels. He noted that this rating is a significant accomplishment for Liberia’s electrical industry.

“We are inspired to keep moving forward and back the nation’s goal of having a consistent, sustainable, reasonably priced, and accessible electricity supply.”

The seventh edition of the ERI was introduced by the African Development Bank (AfDB) in 2018. The progress of the regulatory frameworks governing the power sector in African nations is gauged by this composite index.

The ERI evaluates regulatory governance, substance and outcomes. Among the 43 participating African nations, Liberia’s elevation in the ERI is a part of a consistent increasing trend.

The country’s rapid rise from 37th in 2021 to 10th in 2022 and now 9th in 2024 is a direct result of the effective execution of policy changes, stakeholder engagement programs, and capacity-building activities.
