Boakai unveils Comprehensive Instant Payment System

Monrovia, Liberia – Liberia’s Instant Inclusive Payment System (IIPS) has been unveiled by President Joseph Nyuma Boakai. Mr. Boakai recognized the initiative as a significant step toward financial inclusion, transparency, and quicker government payments as well as a definitive departure from cash-driven inefficiencies.

Speaking on Tuesday, December 16, 2025, at the EJS Ministerial Complex in Congo Town, President Boakai stated that the new digital platform will allow Liberians to send and receive money instantly, securely, and affordably while enabling real-time processing of contractor payments, government salaries, and social transfers.

“This is not just technology; it is a promise that progress will not leave our people behind,” he said.

Mr. Boakai called the IIPS a key facilitator of his ARREST Agenda, which includes roads, agriculture, education, sanitation, tourism, and the rule of law. The system, which integrates banks, mobile money providers, and other financial institutions under the direction of the Central Bank of Liberia, lessens the need for cash and eliminates the delays that have long afflicted both public and private transactions.

The Liberian Inclusive Instant Payments System (IIPS), a state-of-the-art real-time interoperable payments platform designed to promote digital financial inclusion, is powered by Mojaloop, an open-source payments infrastructure. supported by ThitsaWorks, a Singapore-based company, The Mojaloop Foundation, The AfricaNenda Foundation, and the Central Bank of Liberia (CBL).

The initiative is an important step toward the CBL’s objective of digitizing the nation’s economy and improving seamless interoperability across all main payment channels, including government agencies, commercial banks, microfinance institutions, mobile money operators, and fintechs. The main purpose of IIPS is to enable mobile money transfers between Orange Liberia and Lone Star Cell MTN, two mobile network operators.

According to the President, small businesses will transact instantaneously, increasing liquidity and growth, market women will trade without fear of theft, and farmers would receive payments without having to wait weeks.
Boakai underlined that automating government payments will boost public confidence, increase accountability, and decrease leaks.

Transparency is justice, he continued, pointing out that social safety net transfers, pensions, and civil servant wages will now proceed more quickly and effectively. However, the pesident urged young Liberians and inventors to create digital goods on the new platform, noting that IIPS provides opportunities for investment and entrepreneurship in a global economy that values efficiency and speed.

The Liberian Leader introduced the system’s brand, “Crafting an Instant and Inclusive Liberia,” characterizing IIPS as a nationally owned solution intended to assist all Liberians, irrespective of location or income.

For what he described as “a landmark achievement made possible by collaboration,” he praised the Central Bank of Liberia, the Ministry of Finance, financial institutions, mobile money providers, and development partners.

While welcoming the debut, President Boakai stressed that IIPS signals merely the beginning of a bigger digital revolution, pushing residents, businesses and institutions to use and trust the system.

“Financial inclusion is a right, not a privilege. We can create a Liberia where everyone has access to opportunities if we work together,” the president said.
