Monrovia, Liberia – 40-year-old Alex D. Dolewon has been detained and accused with leaking sensitive material from the National Security Agency (NSA), a move that investigators claim jeopardized top agency personnel and national security.
The Revised Penal Law of Liberia contains a number of provisions that investigators believe Dolewon’s actions violate: Chapter 12, Subchapter E, Section 12.71 (Unlawful Disclosure of Confidential Information); Chapter 11, Section 11.9 (Mishandling of Sensitive Information); Chapter 14, Subchapter B, Section 14.23 (Recklessly Endangering Another Person); and Chapter 14, Subchapter B, Section 14.27(c) (Criminal Coercion). The accusations come after the NSA submitted a complaint saying Dolewon improperly disclosed classified information.
According to an NSA internal inquiry, Dolewon, who worked at the agency’s Caldwell, Montserrado County, headquarters, used WhatsApp to send his uncle, House Speaker Cllr. Jonathan Fonati Koffa, secret material. Investigators discovered texts in which Dolewon called Koffa a “dirty workman” and cautioned him against hanging out with NSA Deputy Director for Operations Steven B. Dolo. While Dolewon acknowledged giving Dolo’s phone number, he refused to give the desired images.
According to reports, Dolewon apologized and begged for forgiveness from the NSA’s leadership, especially Director Stephen Dolo. However, the NSA’s investigative report claims that Dolewon’s unapproved disclosures have posed serious security threats on several occasions. According to messages recovered from Dolewon’s seized cell phones, he had given unauthorized people access to private information on top NSA officials.
Dolewon stated that his actions were motivated by his displeasure with Deputy Director Dolo’s alleged maltreatment since his appointment in January 2024. As hypothetical, investigators rejected this assertion, claiming that Dolewon’s goal was to damage Dolo’s standing and reputation. The safety and operations of the NSA and its top officers were also directly threatened by Dolewon’s conduct, according to the report.
Employees are expressly prohibited from sharing intelligence without permission per the NSA’s administrative procedures. Investigators found that Dolewon willfully broke these regulations, putting top officials’ lives and travels in jeopardy. He is accused of illegal coercion, dangerously harming another person, mishandling sensitive information, and unlawfully disclosing secret information.
The most recent NSA update has shocked the public with security-related personal acts. They urged Liberia’s government and President Boakai to establish a security sector reform framework.
