Monrovia, Liberia – The National Prosecutors College, in partnership with the Central University of Finance and Economics in China, has provided five senior officials of the Ministry of Labor of Liberia with a rigorous three-week labor training program to improve labor-related issues in Liberia.

The Assistant Minister of Labour and Special Assistant to the Minister of Labour, Stanley Barh made the disclosure on Wednesday, May 27, 2025 upon the Senior Labour officials returned from the People’s Republic of China.

The intensive labor training provided by China’s Commerce Ministry to MOL Senior Officials, according to Assistant Minister Barh, is based on equipping the MOL to carry out its agenda and plans, which are codified in the Arrest Agenda for Inclusive Development (AAID).

The Senior Officials include: Hon. Stanley D. Barh, Sr., Mr. Charles S. Brown , Inspector General of Liberia, Mr. Eric W. Dahn , Director of Alien Registration, Mr. Emmanuel Z. Gweh , Director Workmen’s Compensation and Mr. Harris Y. Yeanamie, Financial Comptroller.

According to Assistant Minister Barh, the weeks-long training provided experiences in a variety of areas, including collective bargaining, workmen’s compensation and benefits for employees, employment and health safety, recruiting strategies, labor standards, and labor administration management.

Assistant Minister Barh noted that, the training provided a fresh and improved approach to handling labor-related issues. He noted that it opened him fresh perspectives on globally recognized norms.

In relation to global labor challenges, he highlighted the training’s use of collective bargaining. Assistant Minister Barh said, “The collective bargaining issue provided useful insights into concessions and their relationship with their employees.”

He also mentioned how much he enjoyed the training on industrial concerns and trade unionization. Through the training, the Assistant Liberian Labour Minister made a case for the unification of Liberian labor legislation.

Liberia currently has two labor laws: the Civil Service Standing Orders and the Decent Work Act. According to Assistant Minister Barh, he brought up the topic of unifying the two laws for the sake of Liberia’s labor market.

He argued that the union sector will experience peace if the two laws are combined. The training have a big influence on the MOL’s work, he continued, adding that the event introduced the Liberian representative to globally recognized labor norms.
