Liberia and Egypt Signs MoU on Diplomatic Training and Academic Exchange

Addis Ababa, Ethiopia  – In a major step to improve their bilateral relations, Liberia and Egypt signed a Memorandum of Understanding (MoU) on diplomatic training and academic exchange on February 15, 2026, during the African Union Summit in Addis Ababa, Ethiopia.

The MOU was signed by H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, Emigration, and Egyptian Expatriates of the Arab Republic of Egypt, and H.E. Mme. Sara Beysolow Nyanti, Minister of Foreign Affairs, Republic of Liberia.

The goal of the partnership agreement between Egypt’s Institute of Diplomatic Studies and Liberia’s Gabriel L. Dennis Foreign Service Institute is to enhance diplomatic capability through professional cooperation, academic exchanges, training initiatives, and cooperative research.

At the signing ceremony, the two foreign ministers discussed the long-standing ties between Egypt and Liberia. President Joseph Nyuma Boakai received greetings from President Abdel Fattah el-Sisi through Minister Abdelatty, who also congratulated Liberia on its election to the UN Security Council (UNSC) and expressed faith in Liberia’s ability to lead in furthering Africa’s interests.

Prioritizing military, police, and intelligence cooperation, as well as energy, food security, diplomacy, and political talks for bilateral and UN position coordination, were the main topics of discussion.

In addition to applauding Egypt’s support of Liberia’s successful UNSC bid, Minister Nyanti praised Egypt’s ideas. In addition to suggesting a state visit by President Boakai to Egypt, which was accepted by the Egyptian side, she suggested holding a Liberia–Egypt Business Forum.

As a direct result of the meeting, Egypt agreed to fund five Liberian participants for diplomatic training in Egypt. Talks will also go on regarding President Boakai’s planned August state visit to Egypt and Minister Nyanti’s invitation to sign a Joint Commission Agreement in April.
