Monrovia, Liberia – President Joseph Nyuma Boakai welcome top executives of TotalEnergies to Liberia on Friday by as the business prepares to begin offshore petroleum exploration operations in the Liberia Basin. TotalEnergies EP Liberia and the Liberia Petroleum Regulatory Authority (LPRA) successfully ended their first Joint Operations Committee (JOC) meeting for LB-06, LB-11, LB-17, and LB-29, which prompted the involvement.
The JOC is the main governance mechanism for ensuring regulatory compliance, fostering collaboration, and keeping an eye on the implementation of Production Sharing Contracts (PSCs). President Boakai reiterated the government of Liberia’s dedication to a predictable and stable investment climate while making sure that offshore exploration is carried out in accordance with the country’s development priorities.
“Liberia welcomes reliable investments and is dedicated to robust institutions, transparent regulations, and collaborations that promote long-term economic development for our citizens,” stated President Boakai.
Isabelle Dalsa, Managing Director of TotalEnergies EP Liberia (TEEPLIB), reiterated the company’s dedication to carrying out all of its operations in accordance with global best practices, with a focus on operational excellence, safety, and environmental preservation. The business described its planned 2026 work program, which includes high-resolution seabed mapping, 3D seismic acquisition, and offshore geochemical studies.
In order to maximize national advantages and help Liberians’ capacity development, LPRA Director General Marilyn T. Logan stressed the significance of rigorous adherence to regulatory reporting requirements and local content restrictions.

Senior representatives from the National Oil Company of Liberia, Ministry Mines and Energy, Ministry of Finance Development Planning, TotalEnergies, and LPRA attended the conference, highlighting a whole-of-government strategy to promote prudent offshore exploration.
