Monrovia, Liberia – The Ministry of Finance and Development Planning, through its ECOWAS National Office (ENO), announces the development of a New Human Capital Development Strategy for Liberia, as directed by ECOWAS for all ECOWAS member states.
In order to become a leading regional economic community in human capital development by 2030, the Economic Community of West African States (ECOWAS) adopted an ambitious Regional Integrated Human Capital Development Strategy (HCDS) during the 59th Ordinary Session of the Authority of Heads of State and Government.
Liberia’s Human Capital Index (HCI) was 0.32 in the Capacity Assessment (2020), which preceded the HCDS 2030. This is lower than the sub-Saharan African average of 0.38 and 0.40. Liberia’s model is among the states that are underperforming in competitiveness because of limited HCD performance, along with Guinea, Sierra Leone, and Guinea-Bissau, according to the competitive index and HCD performance.
The MFDP, through the ECOWAS National Office, will assist in the creation of a complete HCDS for Liberia with a USD 75,000 funding from the ECOWAS Commission.
Health and nutrition, education, skills and labor participation, entrepreneurship, financial inclusion, and digital payments are the main thematic priorities of interest to ECOWAS for support. These priorities center on how individuals collaborate to increase economic productivity and wealth creation, as well as the strategies that must be used to speed up this process.
Given the foregoing, the Ministry of Finance and Development Planning will hold a two-day workshop with fifty Key Informants from September 4–6, 2025, to develop Liberia’s Human Capital Development Strategies. Leaders of the sector, practitioners, and analysts will come together for this two-day session to cover the AAID National Development Plan, the context for Liberia, and basic HCD topics.
Develop specific action plans, ownership matrices, and next-step commitments while co-creating key strategies for acceleration plans in the areas of workforce, education, health, and governance. Focusing on these crucial areas will help build a vibrant and dynamic society where everyone feels empowered to realize their full potential. Along with helping the residents, this will also advance society’s general development and prosperity.
By means of the ECOWAS National Office, the Ministry of Finance and Development Planning expressed dedication to consistently assess the efficacy of the nation’s human capital development strategy and implement the required modifications to guarantee its continued success.
In order to successfully navigate the regional, continental, and international complexity and achieve the nation’s long-term achievement of inclusive growth and development, the Ministry of Finance and Development Planning maintains that a strong emphasis on human capital development is crucial.
MFDP Senior Management are expected participate in a pre-validation session to discuss the workshop’s conclusions and suggestions. After that, the Strategy will be formally launched, published, and made public.
