    Minister Ngafuan Calls for Strategic Alignment of Programs with Liberia’s ARREST Agenda and County Development Agendas

    Monrovia, Liberia – Minister of Finance and Development Planning Augustine Kpehe Ngafuan has urged all development partners to match their initiatives with Liberia’s 15 County Development Agendas (CDAs) and ARREST Agenda for Inclusive Development (AAID), highlighting the significance of a coordinated strategy in attaining measurable results for the Liberian people.

    During a special speech at the start of the Government of Liberia and United Nations Strategic Policy Dialogue in Monrovia, Minister Ngafuan made the statements.

    He emphasized that Liberia has made the shift to program-based planning and budgeting, stressing results that would have a major positive impact on the nation’s inhabitants.

    Minister Ngafuan expressed sincere appreciation to the UN and all development partners for their ongoing assistance on behalf of President Joseph Nyuma Boakai. He pointed out that securing a successful future for the country depends on the Government of Liberia and its foreign partners maintaining their constant cooperation and shared vision.

    “We are committed to the vision of a developed and prosperous Liberia.”

    Minister Ngafuan confirmed, echoing the government’s steadfast commitment to Liberia’s long-term development objectives.

    The Minister also conveyed his sincere gratitude to the UN for playing a crucial role in setting up the Joint Strategic Policy Dialogue, which is an important step in furthering Liberia’s development goal.

    He emphasized how Liberia’s National Coordination Committee and National Steering Committee, led by President Boakai, had endorsed the AAID and CDAs, marking a significant advancement.

    Minister Ngafuan acknowledged that although there are many viewpoints on development, there is a common objective to generate significant, influential, and revolutionary solutions for Liberia’s future. “Development is a diverse phenomenon,” she said. He underlined that this team effort has to be guided by reliable data and extensive consultations.

    By coordinating Liberia’s 2025 Draft National Budget with the AAID and CDAs, Minister Ngafuan further highlighted the government’s dedication to these frameworks.

    Key public sector initiatives receive US$106 million in the budget, with intentions to enhance spending as available funds rise. According to the strategic priorities of Liberia, AAID’s linkage with Africa’s Agenda 2063 and the Sustainable Development Goals (SDGs) of the UN was highlighted by Minister Ngafuan.

    Remarkably, SDGs 8 (economic growth), SDG 4 (quality education), and SDG 16 (peace and justice) are the focus of 83% of the AAID’s efforts.

    These initiatives, including education, digital connection, and job development, are meant to generate long-term prosperity and sustainability for Liberia.

    A summary of Liberia’s National Development Plan (NDP), which is projected to cost USD 8.4 billion, was also given by the Minister. The majority of the funding needs are for infrastructure, economic change, and key investments in human capital.

    In addition to looking for foreign partnerships to cover the remaining finance needs, the government has committed to procuring USD 5.06 billion, or more than 60% of the entire financing.

    Minister Ngafuan reaffirmed Liberia’s dedication to openness and efficient resource mobilization, promising stakeholders that the government will keep enhancing public finance management systems. In order to assist the nation’s development objectives, he further urged the investigation of novel funding options via the integrated National Financing Framework.

    In order for Liberia to realize its goal of a better and more prosperous future for all, Minister Ngafuan urged all partners to match their plans with the country’s development aspirations.
