Monrovia, Liberia – President Joseph N. Boakai has urged the private sector, the diaspora, international partners, and civil society to work together to ensure the successful implementation of the ARREST Agenda for Inclusive Development (AAID) Development Plan, which was approved by the Liberian government.
At the endorsement event held at the EJS Ministerial Complex in Congo Town on Tuesday, December 3, 2024, Boakai stated that the validation of the AAID and CDAs is the first step in a continuous process that would need our combined efforts.
To guarantee the successful execution of the programs, the government would collaborate closely with civil society, the corporate sector, development partners, and all Liberian and diasporan individuals, the president said.
The president also exhorted all sectors to participate completely and offer their knowledge. “Let’s pledge to establish a mutually accountable culture as we hear the presentations and support these goals today. The way we utilize our limited resources will determine how well this agenda works, therefore we must make sure they are used wisely and have a positive impact on livelihoods and development,” he continued.
“The AAID is a call to action for all Liberians, government, private sector, diaspora, international partners, civil society, and communities,” the Liberian leader explained. According to him, the National Development Plan is an appeal for unity in the common goal of a wealthy and just Liberia, and cooperation will be essential to reviving important industries including digital technology, infrastructure, agribusiness, tourism, healthcare, and education.
“We must make sure that our efforts to boost economic growth lead to real progress that benefits all Liberians,” Boakai said.
According to President Boakai, his administration is actively promoting Liberia’s development and is dedicated to supporting major initiatives that are essential to the AAID. The approval of the AAID, according to Liberia’s Finance Minister Augustine Kpehe Ngafuan, will be a significant step in the government’s joint efforts to shape the country’s future through the ARREST Agenda and the fifteen counties Development Agendas over a five-year period (2025–2029).
In order to shape a wide range of things, including government actors, the private sector, civil society, development partners, and Liberian citizens, Minister Ngafuan said that the creation of the comprehensive plan and the county development agendas was a collaborative effort gathered by data.
“We are confident that the draft plan is in line with the needs and aspirations of the Liberian people as we prepare to endorse this plan and accompany the counties development agenda,” he continued.
According to the Liberian Finance Minister, the validation process is more than just a formality; rather, it is a chance for all sectors to have meaningful conversations, provide helpful criticism, and make sure the AAID is thorough, realistic, and sensitive to the nation’s development requirements.
The five code objects of the AAID are inclusive growth, sustainable development, influential innovation, social welfare, and governance, according to Minister Ngafuan.
“As we prepare to approve this plan and support the county’s development strategy, we are certain that the draft plan aligns with the needs and goals of the Liberian people,” he continued.

According to Minister Ngafuan, the AAID is embodied by five code objects: governance, social welfare, inclusive growth, sustainable development, and influential innovation.
The preliminary estimate of the National Development Plan for the next five years is US$8.4 billion, according to Liberia’s Finance Minister, who also stated that the government’s contribution is expected to be 10% of this total.
