President Boakai submits AML Amendment #3 to Senate for approval

Monrovia, Liberia – Amendment #3 of the Mineral Development Agreement between Arcelor Mittal Holdings A.G. and the Government of Liberia has been submitted to the plenary of the Liberian Senate for examination and ratification by President Joseph Nyumah Boakai.

The Government of Liberia, Arcelor Mittal Liberia Holdings Limited, Arcerlor Mittal USA Liberia Holdings, and Arcelor Mittal Liberia Limited agreed to further amend certain provisions of the MDA, which was signed on December 20, 2025, after extensive negotiations and consultations, according to President Boakai’s communication to the plenary.

The president’s suggestions emphasized the third amendment’s salient characteristics and tactical advantages, such as: In order to guarantee nondiscriminatory access to the Yekepa-Buhanan rail corridor, the GOL is authorized by the Rail Road System Operating Principles (RSOP) to establish a multi-user rail regime; expand production capacity; fund a community development project with an annual contribution of $5,000,000; provide education and skill training programs; and provide employment and placement.

From and after the third anniversary of the third amendment’s effective date, among several other provisions, Arcelormittal Liberia will make sure that qualified Liberians hold professional positions, such as 50% of all management positions and three (3) of the seven (7) senior management positions.

The House Plenary decided to send the agreement to the Committees on Concessions (lead), Mines, Energy, Natural Resources and Environment, and Judiciary for joint examination after the reading, with a two-week report deadline. Citing the agreement’s potential to increase jobs and revenue, a number of senators applauded the submission but emphasized that the Legislature must carry out a comprehensive evaluation, including expert advice and discussion with the county caucuses.
