Supreme Court Rules in Favor of Dr. Nyan Dismissal from NPHIL

Orders Immediate Reinstatement of Full Compensation

Monrovia, Liberia – Jamestta Wolokolie, the Justice-in-Chambers of the Supreme Court, has declared that it was illegal to remove Dr. Dougbeh Christopher Nyan from his position as head of NPHIL. Justice Wolokolie’s decision on February 16, 2026, mandated that he be reinstated or compensated in full for the remaining five years of his imprisonment.

President Joseph Nyuma Boakai appointed Dr. Nyan in accordance with the NPHIL Act of 2016, which gives the Director General a set tenure that can be discontinued only for good reason. In September 2025, the NPHIL Board recommended his termination due to allegations of egregious inefficiency and actions that were against the public interest.

Prior to his dismissal, Justice Wolokolie concluded that no fresh inquiry was carried out to prove statutory cause. Reliance on an earlier February 2025 investigation was rejected by her, stating that it had previously led to a suspension and was insufficient justification for a second penalty.

The Court ruled that due process and constitutional safeguards are violated when a tenured official is dismissed without a valid reason. She came to the conclusion that all perks and emoluments that would have been due for the balance of Dr. Nyan’s term are still the State’s responsibility.
