Addis Ababa, Ethiopia – The Terms of Reference for the ceasefire mechanism between the Alliance Fleuve Congo/M23 (AFC/M23) and the Government of the Democratic Republic of the Congo (DRC) have been signed in Doha on February 3, 2025, and has been warmly welcomed by H.E. Mahmoud Ali Youssouf, Chairperson of the African Union Commission.
Under the direction of H.E. Faure Essozimna Gnassingbé, President of the Council of Ministers of the Republic of Togo, and the AU-designated Lead Mediator on the eastern DRC, with assistance from the AU Panel of Facilitators, the Chairperson praised the positive role that the United States of America and the State of Qatar have played in assisting peace efforts in the eastern DRC.
The de-escalation of hostilities and the restoration of peace and security in the eastern Democratic Republic of the Congo are both positively impacted by this crucial action, which also serves as a vital measure to build confidence. In order to ensure compliance, foster confidence, and safeguard civilian populations, the Chairperson emphasizes the importance of establishing a clear and mutually agreed ceasefire process. She also praises the parties’ dedication.
The Chairperson urges the parties to carry out the agreed-upon Terms of Reference faithfully and completely and to continue participating positively in the ongoing security and political processes.
In support of a lasting ceasefire in the eastern Democratic Republic of the Congo, the African Union also recognizes the contribution played by regional organizations, such as the International Conference of the Great Lakes, in operationalizing the Expanded Joint Verification Mechanism (EJVM+).
In order to promote a durable ceasefire, enduring peace, reconciliation, and stability in the region, the African Union Commission is still prepared to assist the parties working with regional structures.
