To Develop Hydropower Scheme on St. John River

Monrovia, Liberia – The Ministry of Mines and Energy (MME), National Investment Commission (NIC), and Ministry of Justice (MOJ) have signed a Memorandum of Understanding (MOU) with Arthur Energy Africa (AEA) to carry out extensive studies towards the development of the hydropower potential of the St. John River Basin. This is a major step towards addressing Liberia’s electricity deficit and advancing renewable energy.

Key government leaders and AEA representatives attended the event, according to a statement dated January 6, 2025. Justice Minister Cllr. Natu Oswald Tweh, Mines & Energy Minister Hon. Wilmot J. Paye, and NIC Chairman Hon. Jeff B. Blibo co-signed the MOU on behalf of the Liberian government and Arthur Energy Africa (AEA) Managing Partner Ing. Jabesh Amissah-Arthur.

The goal of the hydropower research is to find ways to lessen Liberia’s electricity shortage and build sustainable relationships in the renewable energy industry. By laying the groundwork for many hydroelectric projects along the St. John River, this cooperative endeavor will put Liberia in a position to sustainably satisfy its energy demands.

The 193 km section of the St. John River Basin between the Atlantic Ocean and the Nuan (Nuehn) River Confluence will be the subject of the investigation.

“This is a significant step forward for Liberia’s energy development,” said  Jeff Blibo, Chairman of the NIC, who expressed his excitement for the partnership. “Given that Arthur Energy Africa has experience from a nearby nation, we are overjoyed to have them visit our nation.”

The future of the electrical industry in Liberia is quite bright due to this alliance. The project’s success was pledged to stakeholders by Ing. Jabesh Amissah-Arthur on behalf of Arthur Energy Africa, who said, “We are confident that this project will come to fruition in the shortest possible time.”

We are dedicated to working hard to realize the enormous potential of the St. John River. In addition to creating plans to deal with seasonal generating issues, especially during the dry season, we want to produce around 300 megawatts of power from various sites along the river.

The MOU gives AEA the only authority to carry out the research in this field, and AEA agrees to pay for the studies as well as get the funding required for their creation, building, and operation.

The MOU gives AEA the only authority to carry out the research in this field, and AEA agrees to pay for the studies as well as get the funding required for the planning, building, and running of the hydroelectric projects.

The project would improve Liberia’s overall quality of life and economic growth by expanding the nation’s energy supply. The execution of the hydroelectric projects will also improve the livelihoods of people along the St. John River, increase the availability of electricity for locals, and provide a large number of job opportunities.

Formerly known as Arthur Energy Advisors, Arthur Energy Africa (AEA) is a specialized energy infrastructure company that focuses on West African energy infrastructure development. With a wealth of energy industry expertise, AEA gives priority to more climate-friendly energy projects, particularly hydropower, that enhance electricity availability, improve indigenous livelihoods, and promote regional economic growth.
