Labour Ministry Summons Bao-CHI-CO and China Railway Development

Monrovia, Liberia – The Minister of Labour Cllr. Cooper W Kruah, sr. has called the managements of Bao-CHI-CO and China Railway Development to a high-level conference to address critical issues relating to labour administration and workplace compliance. The conference is expected to convince on Monday, January 26, 2026, @11:00 Am in the Conference Room of the Ministry of Labour at the EJS Ministerial Complex in Congo Town.

According to a separate communication issued by Minister Kruah, the meeting will focus on the companies’ alleged failure to fully comply with established labour regulations, particularly those governing alien registration, acquisition of work permits for expatriate employees, and the employment and training of Liberian workers, in line with the Ministry’s Strategic and Business Plans.

The companies have also been requested to present the following documents at the conference:

1. Copy of the Concession Agreement with the Government of Liberia;

2. Copies of all sub-contractual agreements with subcontractor companies;

3. Valid work permits for all expatriate staff employed in Liberia;

4. Official flag receipts for all work permit payments made into Government of Liberia revenue accounts;

5. List and payroll of all foreign staff;

6. List and payroll of all Liberian staff;

7. Human Resource Policy Manual; and

8. Occupational Health and Safety Policy

Bao-CHI-CO is a mining company currently operating in Gbarpolu County, while China Railway Development is responsible for the construction of a railway corridor in Gbarpolu County and a port facility in Bomi County.
