Monrovia, Liberia – President Joseph N. Boakai has instructed government officials to perform better for the sake of the populace and the nation as a whole when he signed the Performance Contract and the Code of Conduct at the Executive Mansion in Monrovia.

“You have to perform at a higher level.”

Government officials signed a Performance Contract on Wednesday, December 11, 2024, and the Code of Conduct which seeks to strengthen honesty and accountability in the government.

“You must perform at the highest level, including delivering on the government’s priorities to achieve the developmental agenda we have set for the next five years by way of the ARREST Agenda for Inclusive Development (AAID),” the Liberian leader said during the signing ceremony.

He noted that government officials’ adherence to the code of conduct, a crucial tool for advancing good governance, is confirmed by the signature of the performance contract. The Liberia Leader maintained that the PMCS contract signing is more than simply a formality; it is a statement of our will to change government operations for the good of the Liberian people.

“For far too long, our systems have struggled with inefficiencies that have hindered the delivery of essential services and the achievement of our national development goals.”

“The PMCS will help us turn the page by giving us the tools to better plan, measure our progress, and hold ourselves accountable for results,” Boakai explained.

The system, he claimed, signifies a fundamental change in the way his government will govern. “Every Ministry, Agency, and Commission now has specific performance goals, and the government will make sure that we keep an eye on and assess our progress toward those goals on a regular basis. Most importantly, the system will allow us to respond proactively when challenges arise, ensuring that we remain on track to meet the needs of the Liberian people,” said Boakai.

“Governance is about performance, not about making promises. And our responsibility is the first step toward performance. In order to make sure that every dollar spent, every policy put into place, and every choice taken significantly advances our country, that is what the PMCS is all about,” he said.

Every Liberian has cause to believe that their leaders are acting in their best interests and that we are totally dedicated to fulfilling their expectations thanks to the PMCS, according to President Boakai.

He thanked the PMCS Technical Working Group and the Cabinet Secretariat for their steadfast support of this effort and urged the Director General of the Cabinet.

“It is a day that will be remembered as the moment we took a decisive step toward building a Liberia that works for all its citizens,” the president said, describing the ceremony as a “new beginning.”
