SEGAL Hosts Nigerian Defense College Delegation

Showcases Community-Led Security Model

Monrovia, Liberia – The Security Expert Guard Agency of Liberia (SEGAL) on Wednesday, November 26, 2025 in Monrovia, rolled out a warm and spirited welcome for a high-powered delegation from the Armed Forces Command and Staff College (AFCSC), Jaji, Nigeria, currently in Liberia as part of the 2025 African Study Tour.

The visit centered on the theme “Harnessing Community-Led Security Initiatives for Enhanced National Security.” The delegation comprising senior officers, directing staff, and 46 students including one international participant from Ghana, was led by Brigadier General E.A. Orakwe, Director of Administration and team leader as well as officials of the Ministry of National Defense and the ECOWAS Advisory Training Team.

Speaking during the gathering, SEGAL Acting General Manager, Marcus N.D. Kumwh expressed gratitude to the Ministry of National Defense for selecting SEGAL among Liberia’s private security institutions for the study engagement.

According to him, the agency described the visit as both an honor and a platform to deepen cooperation between state security actors and private security institutions. In a series of detailed presentations, SEGAL Security Manager Dave S. Freeman showcased the company’s origin, mission, legal structure, service offerings, and operational strategies.

Also, Special Agent Freeman delivered an insightful rundown of the agency’s work in post-conflict Liberia; noting its emergence as a premier private security provider handling physical security, electronic surveillance, high-risk operations, and critical national infrastructure protection.

Freeman highlighted SIGAL’s (SEGAL’s) long-standing partnership with major national and international clients, including its uninterrupted service to ArcelorMittal since 2006. He emphasized the agency’s expanding footprint in close protection, private investigations, electronic security solutions such as CCTV monitoring, biometric access systems, alarm response, and GPS tracking.

Speaking on behalf of the AFCSC Commandant, Air Vice Marshal conveyed appreciation for Liberia’s warm hospitality and SEGAL’s openness in sharing practical experiences in community-based security approaches.

He stressed that national security thrives when communities are actively engaged, noting that the study tour aims to deepen participants’ understanding of socio-economic, political, cultural, and security dynamics across the continent.

“This interaction is essential. Security cannot be complete without the involvement of the grassroots. We are here to learn how Liberia, through agencies such as SEGAL, connects communities to national security,” Marshal narrated.

Also speaking, Francis K. Zazay, SEGAL Senior Finance Officer expressed confidence that the tour would strengthen partnerships and inspire new strategies for collaborative security across West Africa.

The visit is part of a broader AFCSC program that exposes senior military students to regional realities, enabling them to study and compare national structures in governance, defense, economics, and civil-military cooperation.
