    FIA Raises Red Flag at MCSS, calls for LACC Investigation.

    Monrovia, Liberia – The Monrovia Consolidated School System (MCSS) administrators have been implicated by the Financial Intelligence Agency (FIA) in a purported financial malfeasance scheme, with a specific focus on Sonita Dangan.

    Dangan, an employee of MCSS, is accused by the FIA in a classified report filed to the Liberia Anti-Corruption Commission (LACC) of being involved in a disturbing network of dubious financial activities, including receiving substantial quantities of money from a suspected Sky Insurance partner.

    FIA Officer-in-Charge Mohammed A. Nasser signed the report, which was dated April 8, 2025, and suggests that the LACC conduct a thorough investigation. A suspected employee of Sky Insurance named Kabineh Keita reportedly sent Dangan checks totaling 8.1 million Liberian dollars, which she placed into her newly reactivated Sapelle International Bank (SIB) account. The transactions were not supported by any recorded commercial relationship between Dangan and Keita, according to the FIA.

    Additionally, the study accuses James A.S. Momoh, the superintendent of MCSS, of participating in a different scam that involved the purported monetization of a government-sponsored scholarship program. According to allegations, MCSS executives corrupted the program, which was intended to deploy MCSS instructors overseas, especially to India, in order to demand unapproved fees from participating teachers.

    According to reports, MCSS managers falsely charged each instructor $920, even though the Government of Liberia paid for their travel expenses. The FIA believes Momoh had a major part in the money being taken for personal purposes. According to a financial investigation, Dangan’s bank account was inactive from the middle of 2022 until September 2024. The unusual deposits allegedly appeared in the account shortly after it was reactivated.

    The FIA is requesting that the LACC look into Dangan, Keita, and the MCSS administration in accordance with Liberia’s anti-corruption rules since there is no paperwork to support the transactions and there is a suspected connection between Dangan and Superintendent Momoh.

    The FIA warned that its conclusions should not be utilized in court unless they are legally proven and are only meant for investigation reasons. MCSS is yet to respond to the accusations.
