Monrovia, Liberia – The Liberia Land Authority (LLA) has signed a Memorandum of Understanding (MOU) covering the period of three-year with South Korean firms ALLFORLAND and LTMETRIC. The purpose of the MOU is to establish a framework for cooperation in the development and implementation of the Liberia Land Information System (LIS) — a modern digital platform aimed at transforming land administration and management across the country as well as promoting transparency in property management.
The signing ceremony took place on Thursday at the LLA’s headquarters on Ashmun Street in Monrovia, marking a major milestone in the government’s efforts to promote transparency, efficiency, and accountability in Liberia’s land sector.
The three-year partnership establishes a framework for cooperation in key areas, including but no limited to the provision of technical and policy advisory services, legal and institutional reforms, geospatial data management, information technology development, and capacity building for Liberian land administration professionals.
Under the MOU, the LLA will provide the necessary legal and institutional framework to support LIS development, facilitate administrative coordination among relevant government institutions, and allocate dedicated staff and resources to ensure the system’s long-term operation and sustainability.
The agreements outline six major areas of collaboration:
- Provision of technical and policy advisory services for LIS development;
- Support for legal and institutional improvements in land administration;
- Establishment of frameworks for geospatial data collection, management, and standardization;
- Development of IT systems, databases, and operational platforms for LIS, integrating existing data;
- Identification and application of public and private sector service models utilizing LIS;
- Technology transfer and capacity building through training and knowledge-sharing programs.
- Support the LLA in piloting the Land Information System (LIS) framework in Monsterrado and Margibi Counties
Speaking at the signing ceremony, Hon. Joe Williams, Vice-Chair of the Liberia Land Authority and Officer-in-Charge (OIC), thanked ALLFORLAND and LTMETRIC for their commitment to supporting Liberia’s digital transformation agenda.
“This partnership demonstrates our shared vision to build a modern and transparent land management system that benefits all Liberians,” Williams said. “The Liberia Land Authority remains committed to ensuring the successful implementation of this agreement.”
Also speaking, Dr. Mahmoud Solomon, Commissioner for the Department of Land Administration, commended the South Korean partners for their collaboration.
“This initiative will take Liberia a long way in strengthening land governance and promoting equitable access to land resources,” he noted.
Representing the South Korean consortium, Mr. Sung Donggwon, Chairman of ALLFORLAND, described the agreement as a “pilot for long-term investment” in Liberia’s land sector.
“Our goal is to provide technical expertise, share best practices, and help build a sustainable digital land system in line with international standards such as ISO, UPU, and UN-GGIM,” Sung said.
The establishment of the Liberia Land Information System is expected to significantly improve land registration, reduce disputes, and promote transparency in property transactions. It also aligns with the government’s broader Digital Transformation Agenda, which aims to modernize public service delivery and enhance governance through technology.
The partnership between the LLA, ALLFORLAND, and LTMETRIC is set to begin immediately, with pilot activities expected to roll out within the coming few months.
The ceremony was attended by an array of LLA’s officials and technical staff the Commissioner responsible for Land Use and Management, Hon Uriah Garsinii, Executive Director, Stanley N. Toe, Director for Land Policy and Planning, Julius Kawa, among others.
