Monrovia, Liberia – Finance and Development Planning Minister Augustine Kpehe Ngafuan has announced that Liberia’s national development plan, the ARREST Agenda for Inclusive Development (AAID) and the County Development Agendas, would be officially launched on January 15, 2025, in Buchanan, Grand Bassa County.
This is an important phase of the UP government in Liberia’s progress toward equitable and sustainable development. In an exclusive interview, Minister Ngafuan stressed that the launch is more than just a ceremonial event, but a vital milestone in the country’s growth trajectory.
Minister Ngafuan stated that Liberia’s national development plans have generally had a six-year lifetime, which corresponds to the length of the political system. When a new government takes office, it is responsible for developing a new development agenda based on the governing party’s political manifesto, which encompasses the president’s vision and goals for the country.
“The launch of this national development plan is a result of an extensive, inclusive process involving key stakeholders from across the country,” said Minister Ngafuan. “The ARREST Agenda for Inclusive Development is more than a technical document; it is a road map reflecting the President’s vision for Liberia’s future.” It is a call to action that emphasizes the significance of widespread national engagement and coordination among government departments.

The ARREST Agenda was developed by a specialized inter-governmental technical team, which conducted extensive discussions with national and sub-national partners, as well as outside experts. The plan’s roadmap involved forming a technical committee, conducting countrywide stakeholder interactions, collating findings from these conversations, developing early drafts, and carrying out a thorough validation procedure.
The AAID will now enter the implementation phase, directing Liberia’s efforts to achieve sustainable and inclusive development across sectors, promote economic growth, reduce inequality, and improve the well-being of all Liberians. Minister Ngafuan stated his commitment to ensuring that the plan’s objectives be met, with the full participation of all Liberians, as the country enters a new chapter of development.
The inaugural event in Buchanan, Grand Bassa County, will bring together government officials, development partners, civil society groups, and residents, commemorating a moment of optimism and resolve as Liberia strives for a successful and inclusive future.
