Monrovia, Liberia – Cllr. N. Oswald Tweh, the Minister of Justice and Attorney General of Liberia, is leading a government delegation to the Forest Governance, Markets & Climate (FGMC) Stakeholder Forum 2026 in London. As part of the UK government’s worldwide development program, the event, which is scheduled for April 14–15, brings together international stakeholders to discuss forest governance, climate policy, and sustainable financing systems.
As the keynote speaker for the opening session, Minister Tweh stressed that forest governance is fundamentally a rule of law issue, arguing that sustainable development depends on the prudent management of the financial flows related to forest use and conservation.

While recognizing difficulties with implementation and enforcement, he emphasized Liberia’s current institutional and legal framework for forest governance. He reiterated the government’s dedication to bolstering accountability, combating illicit forest operations, and guaranteeing that Liberians benefit from forest resources. The minister also conveyed gratitude for Liberia’s long-standing cooperation with the UK, especially for its assistance in bolstering legislative frameworks and forest governance systems.
As part of Liberia’s ongoing involvement in global environmental and economic governance platforms, he is accompanied by Joel Elkanah Theoway, Assistant Minister for Economic Affairs at the Ministry of Justice, and Rudolph J. Merab, Managing Director of the Forestry Development Authority. According to the Ministry of Justice, the involvement demonstrates Liberia’s continued dedication to accountability, openness, and sustainable resource management.
