    LRA Launches New Automated HR Performance Management System

    Monrovia, Liberia – In an effort to boost employee performance, productivity, and efficiency inside the company, the Liberia Revenue Authority (LRA) has introduced a cutting-edge Automated Performance Management System (APMS).

    As the LRA works to go from collecting millions of dollars in taxes to reaching billions, the new system, which goes into force in 2025, is anticipated to greatly improve revenue collection. The new digital performance management system will support and establish a framework for the planning, evaluating, and assessment of key performance indicators that are connected to the individual and group performance of staff members via digital channels.

    During the formal launch, James Dorbor Jallah, the Commissioner General of the LRA, expressed his gratitude to the Human Resources Division (HRD) and the Management Information System Division (MISD) for their exceptional effort in creating the APMS, which enhances employee productivity.

    CG Jallah reaffirmed the LRA’s dedication to making investments in personnel training and technology in order to improve overall performance and revenue collection. “We must address the leaks in our system in order to raise the billions of dollars we need.” We will make sufficient investments in technology at the LRA since it can benefit us, the speaker stated.

    In order to prevent the frequently exploitative expenses connected with external contracts for tasks that may be completed internally, Commissioner Jallah underlined the significance of building up the LRA’s internal capabilities. “Objectivity and honesty should be the hallmark” of the assessment process, he said, urging managers and employees to use the APMS to evaluate performance in an honest and impartial manner. This will serve as the foundation for incentives and promotions, he claimed, offering a clear path for professional advancement within the LRA.

    In addition, he highlighted the ongoing changes and expressed gratitude to partners that have been instrumental in advancing this program, including the Swedish Development Agency (SIDA) and the Swedish Tax Agency.

    The officer-in-charge of the performance management section, Emmanuel Karto stressed the importance of this milestone in the LRA’s path. He was upbeat about how much performance management and planning will advance with the APMS platform.

    “This is part of a broader HR reform to modernize staff management for enhanced productivity.”

    With the use of Key Performance Indicators (KPIs), the system seeks to develop a workforce that is more competent and well-mannered in the long run. It will improve staff performance and operational efficiency in line with the LRA’s strategic goals, leading to more activities and more successful tax collection.” Karto also highlighted the MISD’s efforts to become more self-sufficient and commended them for creating the system domestically.

    Kollie Zayzay, Assistant Commissioner for Management Information System Division, said in remarks that “the APMS is just one of the many ongoing initiatives in the background, and many of our platforms and processes are being digitized.”
