Monrovia, Liberia – As a means to build and expand Roberts International Airport (RIA) using a Finance-Design-Build-Operate-Transfer (FDBOT) model with a 25-year concession period, the Government of Liberia has issued an international competitive tender thru the Ministry of Transport and the Liberia Airport Authority (LAA). The project aims to strengthen Liberia’s aviation industry and promote economic development by renovating airport infrastructure, attracting private sector investment, and improving passenger and cargo services at the country’s primary international gateway.
Meinhardt (Malta) Pvt. Ltd. has been designated as the Transaction Advisor to oversee and assist the competitive bidding process, while the National Investment Commission (NIC) is in charge of the procurement process. The notice states that interested domestic and foreign companies are welcome to acquire the tender documents after completing the necessary application processes and paying a non-refundable charge of US$5,000.
Prospective bidders must visit the site as part of the procurement process, and there is a deadline of November 2, 2026, at 2:00 p.m. (GMT) for submitting requests for clarification. The National Investment Commission must receive all proposals that strictly adhere to the specifications outlined in the tender documents. According to the government, the plan represents a significant turning point in its attempts to transform Roberts International Airport into a cutting-edge aviation hub that can accommodate rising passenger and cargo demands while encouraging greater private sector involvement in Liberia’s aviation industry.
