UN’s New Support Package Concentrates on INCHR’s Justice Gaps

Monrovia, Liberia—The Independent National Commission on Human Rights (INCHR) has received a new set of operational tools from the Office of the United Nations High Commissioner for Human Rights (OHCHR) with support from the European Union in an effort to close growing gaps in justice and accountability in some of Liberia’s hardest-to-reach communities. These resources are meant to support national initiatives that monitor human rights and transitional justice.

The support package, which was formally presented in Monrovia on Monday, June 1, 2026, includes three motorbikes, helmets, reflector jackets, and cell phones to improve the mobility, reactivity, and operational reach of INCHR field monitors working throughout the country. The action aligns with Liberia’s ongoing attempts to improve transitional justice programs and bolster accountability frameworks while resolving enduring issues with distant populations’ restricted access to human rights protection services.

The equipment is anticipated to greatly enhance monitoring efforts in hard-to-reach areas like Bong, Nimba, and Grand Gedeh Counties, where logistical difficulties have frequently impeded prompt investigations and documentation of abuses, according to Christian Mukosa, Country Representative of INCHR.

“This support reflects sustained commitment to strengthening national human rights institutions and advancing accountability, the rule of law, and transitional justice, emphasizing that credible institutions must be adequately equipped to effectively respond to violations occurring beyond urban centers,” he added.

Speaking on behalf of the UN organization, Marie Paule Neuville, Governance Sector, Human Rights, Democracy, and Security, underlined that strengthening INCHR’s operational capacity is essential to ensuring that abuse cases—which are often unreported in remote communities—are taken seriously and addressed. She also reaffirmed their commitment to supporting Liberia’s democratic government, accountability, and human rights protection, describing the partnership as critical to strengthening national institutions and expanding access to justice.

The support was welcomed by Cllr. T. Dempster Brown, Executive Director of the Independent National Commission on Human Rights, who described it as timely and essential for growing field operations and bolstering the Commission’s capacity to interact with communities, look into complaints, and address human rights issues more successfully.

The latest donation builds on previous support to the Commission under EU-backed initiatives, including earlier provisions of motorbikes and vehicles intended to strengthen institutional capacity and nationwide operations.
